Sir James McPherson Le Moine was born in Quebec in 1825. He studied at the Séminaire de Quebec and was admitted to the Barr in 1850 and taught law at Laval University. From 1869 to 1899, he was named Inspector of Revenue for Quebec.
He participated in founding many organizations such as Institut Canadien de Quebec, the Royal Society of Canada and the National Archives of Canada.
He also wrote many different books such as Maple Leaves, Les Pêcheries du Canada, Album du Touriste and many relevant titles of Canadian history.
