Under Robert Bourassa’s government, the dispute between the Portneuf and Lotbinière citizens’ group and Hydro-Québec was settled, and the under-river tunnel project was adopted.
A true technological feat at the time, the four-kilometre tunnel under the river linking Grondines and Lotbinière has become a source of pride for the Crown corporation. Buried at a depth of 15 metres under the riverbed, the cables carrying the electricity were developed expressly for underground transmission with the help of the Japanese company Hitachi.
