Hugh Charles “Pete” Catt was appointed Justice of the Peace on February 11, 1917.  Pete would eventually become the juvenile court judge for the North Okanagan.

Pete tried many criminal cases.  He was a fair judge, preferring to order probation and community service rather than a jail sentence for young offenders.
