The Lower Mainland Budget Coalition was formed within days of the provincial budget and began organizing a demonstration for July 23, 1983.

On the creation of the Lower Mainland Budget Coalition
Whereas the recently proposed budget and legislative program of the Social Credit [crossed out] B.C. Gov’t [added by hand] violates their electoral mandate which was granted to them on May 5, 1983 by the people of British Columbia, and
Whereas the Social Credit [crossed out] B.C. Gov’t [added by hand] budget and legislative program constitutes an all out attack on the economic, democratic and human rights of the people of British Columbia and adversely affects the vast majority of the people of British Columbia, and
whereas the people of British Columbia have historically believed in and have struggled for the achievement of a more equitquitable [sic] society, and
whereas the majority of the people of British Columbia do not support the Social Credit [crossed out] B.C. [added by hand] government because of its policies.
Therefore be it resolved that,
We the people of British Columbia, do hereby solemnly affirm our commitment to a more equitable society for all British Columbians, that is, a society that recognizes the importance of and seeks to enhance the economic, democratic and human rights of all our people.
To that end we pledge our commitment to the creation and support of regional and provincial coalitions of organizations representative of the people of British Columbia for the purpose of defeating the Social Credit [crossed out] B.C. [added by hand] government’s legislative program and to develop and seek the implementation of a positive and effective strategy which will advance the economic, democratic and human rights of all our people.
Recognizing that such regional and provincial coalitions of representative organizations must reflect our commitment to a more equitable society we hereby constitute ourselves as the ‘Lower Mainland Budget Coalition’ and adopt the following operational principles:
1 “An injury to one is an injury to all!” shall be our motto.
2 Membership in the Coalition is open to all organizations ^& individuals committed to the goals of defeating the Social Credit government’s budget and legislative program and to the development of a more equitable society in British Columbia through the defense and enhancement of our economic, democratic and human rights.
3 Participating organizations shall be entitled to one delegate with full voice and vote and one delegate [page ends]
