A KUBE SPEAKS WELCOMES. ^APOLOGIZE haste – need for immediate [illegible] EMPHASIZE NEED FOR BROADER COALITION ^undominated by labour ARISING FROM REPRESSIVENESS. ^Know some cant commit 1) Reports [illegible] LEGISLATION – WE WILL BE PROPOSING SOME MEASURES FOR YOUR RESPONSE, HAVE SET ASIDE 1 HR FOR YOUR DISCUSSION & YOUR PROPOSALS. FIRST, PROPOSING THAT WE ESTABLISH AT THIS MEETING A BROADLY REPRESENTATIVE STEERING COMMITTEE TO DEVELOP AND IMPLEMENT ^action PROGRAM. UNTIL SUBSTANTIAL FUNDS COME BY WAY OF DONATIONS, this COMMITTEE would for funds be relying on Solidarity, so would recommend expenditures to that Steering Committee. As Committee gets funds (from rallies, etc.) more and more independent [page ends]
