Starr enlisted on 2 June 1917, at the age of 19. He was part of the 2nd Division Canadian Forestry Corps. He was born in London, ON, and prior to the war worked as a labourer. He lived with his single mother, brother and sister at 302 Simcoe St., London, ON. While overseas Pte. Starr contracted multiple illnesses, likely as a result of battlefield conditions and died on 2 August, 1918 at 4th Southern General Hospital in Plymouth, Great Britain. His mother Ellen received the Memorial Cross in recognition of her loss.
He is commemorated on page 506 of the First World War Book of Remembrance (Memorial Chamber, Peace Tower, Parliament Hill).
