Secret telegram sent by the Governor of Newfoundland (Sir Humphrey Walwyn) on October 28, 1939 to the British Secretary of State for Dominion Affairs on the need for coastal defences at Bell Island.
“… protection from external attack, e.g. gun fire from submarine aimed at loading piers and electrical power machinery at Bell Island iron mines … Dominion Steel Company advises establishment [of] two four inch guns and two searchlights. … we propose to approach the Dominion [of Canada] Government with a view to ascertaining the extent to which they are prepared to cooperate in providing and maintaining these coastal defences …”
